introduction:

Gamma-butyrolactone (GBL), a chemical used in industry, is a precursor to and illegal alternative for gamma-hydroxybutyric acid (GHB).

Because GBL and 1,4-butadiene (BD) share structural similarities with GHB, there is evidence that these compounds

are transformed to GHB when taken orally.

Schedule I depressants include GHB. In the 1990s, GHB misuse rose in popularity among teenagers

and young adults in dance clubs and “raves” and earned notoriety as a drug used in date rape.


Control status

The Controlled Substances Act regulates GBL as a List I substance.Schedule I of the Controlled Substances Act (CSA) prohibits GHB.

GBL and BD are structurally related to GHB, and there is proof that they are transformed into GHB when taken orally.

In an effort to avoid violating local, state, and federal prohibitions, GBL and BD have been sold and used in place of GHB.

According to 21 U.S.C. 802(32)(A) and 813, both GBL and BD may be classified as “controlled substance analogues” under the CSA if they are meant for human consumption.

In the United States (US)

GBL is restricted as a List I controlled chemical in the United States. If intended for human consumption, it is also classified as a controlled substance under Schedule I of the Controlled Substances Act as a GHB analog.

This product’s sales and distribution for industrial use are strictly controlled, necessitate quantity tracing, lock and key storage, and round-the-clock supervision, and are only permitted from a very small number of suppliers who have the necessary DEA registrations, which as of 2021 only included Ashland, BASF, and Miami Chemical.

According to reports, Lyondell no longer sells this product commercially because of increasingly stringent rules and liabilities, but they still produce it for use in internal and downstream operations.

United Kingdom (UK)

Regulation 4B of the 2001 regulations makes it legal to import, export, produce, supply, offer to supply, or possess GBL and 1,4-BD due to their legitimate uses,

with the exception of situations in which someone does so with knowledge or reasonable belief that they will be consumed by humans.

Otherwise, it is a controlled substance of class B.

Sweden

GBL is categorized as a substance that poses a risk to health rather than as a drug.

Although recently passed legislation that will go into effect on 1 April 2011 will allow for the handling of drugs for industrial uses will allow for the classification of GBL and 1,4-Butanediol as controlled substances.

Russia

GBL was designated as a psychoactive drug on February 22, 2012. Its trafficking is restricted, and any unauthorized sale,

purchasing, or other use is punished by up to 20 years in prison.

Poland

GBL falls under the drug category. Manufacturing, processing, reworking, importing, and distribution of GBL all require a license.

Canada

In Canada, GBL is listed on Schedule VI of the “Controlled Drugs and Substances Act” as a controlled substance.

Vendors are required by Schedule VI of the “Controlled Drugs and Substances Act” to gather data on GBL purchases.

The Act also outlaws the import and export of Gamma-butyrolactone, defining it as either a crime punishable by an indictment

with up to 10 years in jail or an offense punished by summary conviction with up to 18 months in prison.

The possession of GBL by a person is allowed in Canada.
